As much as the exploitative nature of underpayment is often a factor in poverty, it is far from the sole possible factor. A person can be largely or even exclusively responsible for their own economic demise if they channel money into asinine ends. This is not particularly because they are not budgeting or doing other such things to help monitor or plan their spending; this would be because they are wasting their resources on irrelevant things they never plan on using, on fleeting and sometimes inherently idiotic stimulation like that of alcoholism, or on things that they hope will impress other people who might only care about superficial appearances and cultural norms.
It is logically possible for someone to be poor not because they are being underpaid or otherwise exploited by employers, but because they handle money in absolutely irrational ways. They might even make more than enough money to survive, save, and enjoy comforts beyond necessities, and they could still spend more money than they make or devote large proportions of their income to asinine purchases, things that they only buy to impress others or things or that they are obtaining at the expense of fulfilling deeper needs or desires. Perhaps they squander money on something like alcoholism without even trying to combat their addiction (this is not the same as the mere use and enjoyment of alcohol).
Such a person would likely just waste more money if they were paid more. This is no basis for underpaying them. Like all people, they would deserve livable compensation for their labor on the Biblical worldview, yet they are pathetic and inept when it comes to their philosophical stances and priorities, which has ramifications for their impulse control. They are the reason why they are in poverty. Not even abusive employers or widespread workplace exploitation can make them needlessly or irrationally deplete their financial and other resources in such ways. Again, this does not mean it is ever just or permissible to exploit such a person or in any way mistreat them.
They are a fool nonetheless and do not deserve whatever casual charity would be better spent on someone who is trying to overcome their problems, or someone who would not misuse financial security to descend into irrational beliefs or actions. The desire of some to blame governments or businesses for all poverty is emotionalistic and contrary to reason. It does not contradict logical axioms for someone to be so reckless that they send themselves to poverty irregardless of how much they earn or what employment opportunities are available.
Having the mere urge to spend in a self-sabotaging way is not the same as making assumptions, believing in impossibilities, or acting on such impulses. No one is or deserves to be poor because of this! No one deserves to be improperly compensated because they would recklessly mishandle even livable compensation, moreover. It is also true that poverty is not strictly brought about by oppression and greed on the part of employers or political leaders. How someone uses whatever finances they have is up to them. No selfish employer is responsible for this kind of poverty, nor could all the money in the world deliver a fool from this condition.
